Currently in the post-banlist pre-bpro environment, it would be most useful if duelists had a place to train for the upcoming post-bpro format. On Omega, ranked only allows the pre-bpro cardpool even though this is suboptimal for training since the final pre-bpro YCS was yesterday. Instead of waiting for the official date that the cards are legal, Omega should allow them to be played as soon as possible, perhaps as part of a separate Prerelease Ranked queue but if not, at least as soon as the final Tier 2 event ends. It is frustrating to have to wait a week to queue for ranked and lose out on valuable practice time. The other sims and sites are also bad about this so it would be cool if Omega was the best place to train during these periods.
You can do this in the Casual TCG queue. All, official, cards are allowed within the casual TCG queue and you can test out exactly what you’re looking for.
It is not ranked, as it is a hypothetical format and no real way to enforce a ranking to such.
Casual is Best of 1 which is bad for testing and also lacks skill based matchmaking. Its not a hypothetical format, its very real and very set in stone. Even TCG exclusives are public knowledge now.

Additionally, there is the options of ban lists along with release timelines that get shifted. The other point is that there is if you go down this route, why stop at “Post-ban list, pre-release” environment. Why not make “on annoucement format”. Where do you let something in the ladder, and not let something in.
The point is that this is the opposite problem of Master Duel. We attempt to replicate paper formats. This includes release schedule for cards into the ranked format. Creating a hypothetical format would just split the player base further, cause confusion, and the like.
If you simply want matches, host a room with the required settings you wish. Plenty of players room hop and don’t use casual.
