In order for the cards to work, you need to use the Online Game mode. This allows for the server-side game core to handle the card effects which will be able to process the way the card now is scripted. The local core, which encompasses doing test hands using the Deck Manager test hand mode, or hosting a local room, will not have the up to date version of the core to process the cards.
There is nothing you can do about this update the local core as it requires the team to push a massive download for ALL our user base. We do not do this outside of a few times a year due to it being mandatory, and many users having poor internet speeds.
Again, simply connect online and use the test room there, or host a room in order to have the cards work for you.
