[v1.9.220] Deck list does not fully scroll

1. Bug description
   In Deck Manager, when scrolling to the bottom of the list, the scroll bar ends at the last full row of decks, ignoring any decks past that row. Attempting to scroll further will show the decks, but the scroll bar will snap back up to the last full row.

2. Bug reproduction steps

• Open Deck Manager
• Have any number of decks that gives a scroll bar that isn’t in a multiple of 5
• Attempt to scroll to the bottom of the list

4. Expected behavior
   The deck manager should be able to scroll down to the decks beyond the last full row.

This seems to be the problem with other scroll bars as well, as it happens with the “Extra rules” screen as well.
