Not sure what you’re talking about. I just tried to add Ultimate Offering to my deck and I can’t. It correctly shows up as banned. This isn’t even allowed on ranked.

Perhaps you joined or hosted a game with an unlimited banlist or with different rules. I would need to see a screenshot of your host parameters.
