The skill card “Masked Tribute” doesn’t work

  1. Bug description
    I can not active it when I reach the skill condition.

  2. Expected behavior
    When I reach the skill condition, I should be able to use it.

The skill works now, but it has a bug.
After I active the skill, the opponent can not normal summon or special summon on his turn.
This limit should only works on duelists who use the skill.

Therefore, after using the skill, the players should not be able to set monsters too.
(and those skill play monsters can only be played in Defense Position.)
