Speed duel skills new update ban list

1. Bug description
   it is not possible to use as skilss in TCG speed duel format

2. Bug reproduction steps

   1. create a new deck
   2. add the speed duel ban list format
   3. try to add a new valid format skill

4. Expected behavior
   I tried to create a deck to play speed duel
