Sirocco under skill drain applies one part of its effect

    Sirocco’s ignition effect applies portion B of the effect (after the also conjunction), and it does not allow me to attack with all monsters.

    Activate Sirocco under skill drain

  4. Expected behavior
    Sirocco’s ignition effect should not apply any part of the effect under skill drain, and I should be allowed to attack with all monsters.
