[Rush Duel] Bubbleman effect can't be activated

Hello it seems that the Rush Duel version of Elemental Hero Bubbelman can’t be activated while having no cards in hand even though the text says :

[REQUIREMENT]

You have no other cards in your hand or on your field during your Main Phase that you Normal or Special Summoned this card.

[EFFECT]

Draw 2 cards.

It seems that the “or” is not taken in count.

The “or” is inclusive for the condition of “having a card in hand or on the field”, which you need to not satisfy. Not a bug
