Hello, i have a proof of someone stalling in ranking duels (lethal on board, was about to win but suddenly i was waiting for a response that never came till time was up). I can provide a video as well because last time a mod told me he could not “determine the intention of the player”.

There is no specific rule against taking your time to plan your next move. It could also have happened that the other player time’d out and disconnected from the game.
