1. Bug description
   Excavation works but does not let me summon 2 monsters. The 1 monster I am allowed to summon is not allowed to be used as Link Material (which is how it is supposed to be) BUT also cannot use its own effect(which is nowhere in the text).
   The second effect, that should let me change the levels of Plant monsters it points to, cannot be activated at all

2. Bug reproduction steps
   Nothing needed to reproduce , the monster is just not properly scripted , it seems

4. Expected behavior
   I should be allowed to summon 2 excavated plant monsters, as I played a bot that does not activate ANY effects whatsoever.
   Also, I should be able to change the Levels of monsters it points to with its second effect.
