Neos is limited according to DL banlist

Hello guys, and congrats for launching the game, it’s the prettiest yu-gi-oh! game I’ve ever seen _

So here’s the problem, I tried building invoked Neos according to DL banlist, but neos is limited somehow in your game? it didn’t allow me to join a match because of elemental hero Neos.

I don’t know what that pen symbol means, but it’s making the card unusable as if it’s banned.
