Mixousia the Confounder is unable to use its effect to fusion summon when all monster zones are occupied despite it being a legal action as you are legally allowed to activate polymerization when all monster zones are occupied.
Edit: Mixousia is currently in the EMZ so the monster fusion summoned for its effect would be summoned to the EMZ if that also effects this for some reason.
