Melffy footsteps' retroactive lock only applies for the first effect of the card, not the second

YGO Omega Bugs
1

Melffy footsteps reads “You cannot Special Summon the turn you activate this card, except “Melffy” monsters.”, a retroactive lock for both the first effect (Searching 4 melffies) and the second effect (recycling from the gy)

however in omega the lock only applies for the first effect, you can activate the second effect after special summoning a non melffy monster like sandayu or zeus.

The lock is placed when the CARD is activated. So it only applies when the card itself is activated on the field. The effect that banishes itself from the GY is activating an effect, you’re not activating the card.
