Kiriban not being summoned after activation

1. Bug description
   After fulfilling Kiriban’s activation condition, an error pops up when activating the card and it doesn’t get summoned, it just sits in the s/t zone faceup.

2. Bug reproduction steps

The issue can be reproduced by having 10 effects/cards be activated in one turn and then trying to activate the card.

4. Expected behavior
   After fulfilling its conditions and activating the card, Kiriban should have been special summoned as an effect monster.
