Iron Chain Coil Not Working #2

1. Bug description
   Iron Chain Coil’s effect doesn’t work. However, when testing in solo mode, it works, but not in multiplayer. I made a previous post about this and thought it was fixed, but it isn’t working again.

Activate its effect and target Iron Chain Repairman
