Instant Fusion cannot be activate even though legal target exists

   Unable to activate Instant Fusion from hand or field to summmon Millennium-Eyes Restrict(TCG) from extra deck

2. Bug reproduction steps
   Have Restrict fusion(TCG) in Extra deck and Instant Fusion in hand, try to activate it but only option is to set the card

   Should have been able to legally activate Instant fusion to summon Millennium Eyes restrict (TCG)

   Windows-10

TCG “Millennium-Eyes Restrict” does not have a script; the removal of EFFECT_FLAG2_MILLENNIUM_RESTRICT impacted its ease of scripting, so please use the OCG “Millennium-Eyes Restrict” in the meantime.
