Thank you for making a bug report.

As described, which leaves out a lot of information, this is working as intended.

Lord of the heavenly prison is a 1 effect per turn card. If you use the effect to reveal Lord in the hand, and then a set card is activated later that turn, you will not be allowed to activate the effect of lord to summon itself as you have already used one of Lords effects that turn.
