Gravekeeper's Spy unable to resolve special summon effect

The card “Gravekeeper’s Spy” has the effect " FLIP: Special Summon 1 “Gravekeeper’s” monster with 1500 or less ATK from your Deck. " It is not completing this effect, regardless of what setting you have chain set to.

2. Bug reproduction steps

Play Gravekeeper’s Spy in a deck in test mode, have any number of below-1500 ATK “Gravekeeper’s” monsters in your deck, flip Gravekeeper’s Spy and behold.

After flipping Gravekeeper’s Spy, the usual special summon from deck menu should pop up, allowing me to choose any “Gravekeeper’s” monsters in my deck with under 1500 ATK
