I have found the cause of your not being able to summon the tokens from it. Currently, it is working as intended.
You started your turn activating “World Legacy’s Memory” which summons a mekk-knight monster and locks you into only special summoning Mekk-Knight monsters for the rest of the turn. Girsu, The Orcust Mekk-Knight’s effect to summon tokens, summon “World Legecy Token” cards to both sides of the field. Because they are not named Mekk-Knight in the name, you are unable to summon them and you cannot activate the effect.
I will be marking this as resolved. If you have any other scenario you believe are bugs, please include replays with the bug report so that we can validate the game state to make sure it is a bug.
