In situations like this it is important to understand the history of the game, or the game state. Please include a replay with your bug report so we can find out what has happened with the game state.
You can reply with the deck code so we can look more into this. You can do this by saving the replay at the end of the game, going to replays on the main menu, clicking the replay, clicking “Export”, and pasting the replay code here in a replay.
For now, I do see that there is a Girsu in the graveyard. If you activated the effect once in the turn already, you cannot activate it again.
If there is nothing else or this is the cause, I’ll mark it as the solution in the next week.

Thank you for supplying the replay!
I have found the cause of your not being able to summon the tokens from it. Currently, it is working as intended.
You started your turn activating “World Legacy’s Memory” which summons a mekk-knight monster and locks you into only special summoning Mekk-Knight monsters for the rest of the turn. Girsu, The Orcust Mekk-Knight’s effect to summon tokens, summon “World Legecy Token” cards to both sides of the field. Because they are not named Mekk-Knight in the name, you are unable to summon them and you cannot activate the effect.
I will be marking this as resolved. If you have any other scenario you believe are bugs, please include replays with the bug report so that we can validate the game state to make sure it is a bug.
