Extra Pendulum is completely broken

  1. Bug description
    [Despite having a clause stating that the effect can only be applied once per turn, you can activate multiple copies of Extra Pendulum and stack its effects. Even more curiously, the effect to conduct an additional pendulum summon of monsters from the Extra Deck can be applied without any valid targets in the Extra Deck, but not when there *are* valid targets to select from.]

  2. Bug reproduction steps

    [Activate at least two copies of Extra Pendulum and set the Pendulum Scales with monsters to Pendulum Summon in your hand. You should see the duplicate instances of Extra Pendulum's effect when you attempt to Pendulum Summon. For the second bug, get a Pendulum Monster face-up in the Extra Deck, and you'll notice that the prompts for Extra Pendulum do not trigger now when you hover over the Pendulum Scales.]

  4. Expected behavior
    [The card should only be allowed to be activated once per turn. No prompts should show up while you do not have any monsters in the Extra Deck that can be Pendulum Summoned, but the effect *should* be available when cards you can Pendulum Summon are face-up in the Extra Deck.]

In the 2nd case, you had no usable Extra/Linked Monster Zones.
