Dragoon on field effect to destroy opponent monster wont activate

  1. Bug description
    [After summoning Dragoon I cant activate its effect to destroy an opponents monster.]

  2. Just summone Dragoon and try to activate its on field effect. Not its trigger effect to negate. That works fine.

    [In the video I started from the start of my turn so we can see everything. As you can see once Dragoon is on field I cant destroy any of the opponents monsters.]
