"Apodrakosis Ascension Crest of Transmigraion" 2nd Effect Not Working

1. Bug description
   The second effect of the field spell “Apodrakosis Ascension Crest of Transmigraion” does not proc.

2. Bug reproduction steps

Simply not working as intended, unable to activate its effect even with “Guangba, Luminous Apodrakosis of Starforge” face-up in the extra deck, and 1 banished Apodrakosis monster, 1 in the graveyard, and 1 in the deck, all with different types.

4. Expected behavior
   If you have a face-up “Guangba, Luminous Apodrakosis of Starforge” in your Extra Deck: You can Special Summon 3 “Apodrakosis” monsters with different Types, 1 each from your Deck, GY, and banishment.
