You’re confusing 2 different situations. Using an effect to place another card in the spell/trap zone isn’t the same as Special Summoning a monster. Both Z-arc and Odd-Eyes Rebellion can use their effects to place themselves in the pendulum zone after being destroyed, but unless they were properly Special Summoned by their mechanic, you can’t Special Summon them with card effects
