Thank you for making a bug report.
I am not at my computer at the moment. I do however, see that there is a cyber Dragon core in the graveyard and that there is an infinite impermance in the opponents graveyard.
Before I check the replay, my guess is that the cosmic cyclone was activated in the same column that the set infinite impermance was activated in.
If so, then this is working as intended.
I will reply with a follow up after I have checked the replay later.
