As described, This is working as intended.
The reason why you cannot use Branded Regained to target The Bystial Aluber is because of the effect of The Bystial Aluber which changes its own name to “Fallen of Albaz” while in the graveyard or on the field. Since its name is “Fallen of Albaz” it is not a legal target for Branded Regained to summon.
You could summon it with the effect of Rindbrum, the Striking Dragon, or with Guiding Quem, The Virtuous, but not with Branded Regained.
